There's a number of ways to do this effect.
There's a plug-in from Audio Ease called Speakerphone that is absolutely incredible (but really pricey too). Cell phones, walkie-talkies, bullhorns, old transistor radios, you name it.
Sometime other plug-ins will have a preset for this type of thing too (one of the Waves EQs, Q10 maybe?).
You can make this effect yourself pretty easily though by...
1. Putting an EQ plug-in on your track with the lows rolled off pretty steeply below 300-400Hz and roll off the highs around 2500-3000Hz. (Of course you can adjust these settings to taste, sometimes I roll off the low end more aggressively, just depends on the sound you want and how it sits in the mix). I sometimes also boost the frequencies between 1000 and 2000Hz as well.
2. Compress it fairly hard.
3. (Optional) Depending on the sound I'm going for, I might use a plug-in like Low-Fi, Vinyl, or Trash to rough it up a little.
